Call to Order:                The Regular Meeting of the Board of Directors of Timbers Water & Sanitation District was called to order by President Lomas on October 9, 2023, at 6:10 pm, noting a quorum was present.

 

Consent Agenda:         The Board reviewed the regular meeting minutes, financial statements, and the AR report from September 2023. Upon motion duly made by Mrs. Fisher and seconded by Mr. Ioffredo it was

RESOLVED to approve the consent agenda.

 

Invoices:                         Invoices for September 2023 were reviewed and approved for payment.  Upon motion duly made by Mr. Ioffredo and seconded by Mrs. Fisher, it was

                                                        RESOLVED to approve payment of the open invoices.

 

Transfer of funds from TWSD to TWSWA Enterprise:

$5000 Request

 

Manager’s Updates:   From John Fitzgerald: September BOD removal was 98% and TIN results were 3.3 mg/l, good results. Pretty quiet this month. I’ll be spraying down the membranes in October. Hopefully we don’t have any issues this winter with pollutants being introduced to the system. It’s not a bad idea to remind people monthly if possible. Doug Crowl at Aslan said they were going to get us a new backflow preventer but he has since ghosted me. I have reached out to him weekly and have not heard back from him since he said they would get us the backflow unit.

 

Tim Gibbons reports that all is well with the water treatment plant. Mr. Lomas hauled some hay for Tim to winterize the plant.

 

Old and New Business:

 

Lot 1 Easement – Mrs. O’Halloran has had no word back from Melinda Sherman all month. Ms. Lightfoot reminded the Board of the situation with this Lot.  Ms. Lightfoot agreed she would reach back out to Mrs. Sherman.

 

Water Meters – Mr. Ioffredo has nothing new to report on this topic. Mr. Lomas brought up the fact that he believes he has at least two plumbers who would be willing to price out installation of the meters when the time comes.

 

Budget 2024 – Mrs. O’Halloran presented the 2024 Draft to the Board Members. A budget workshop was scheduled to discuss further.

 

Contractors – Mr. Lomas is working with legal counsel to find out how to protect the district with the contractors and if any changes need to be made.  New contracts will have to be created and signed by December 31, 2023.

 

Water Court – The Board does not need to go forward with this as the pond is not lined so are not legally storing water in that pond.

 

Reserve Investment – Mr. Ioffredo will stop into the Bank of the San Juans to research how to get access to a greater interest rate. He will report back next month.

 

Roads – Mr. Lomas has brought to the Boards attention that the roads are in need of more  maintenance. Discussion ensued about who has the responsibility to cover this cost.

 

With business concluded and upon motion duly and unanimously approved, it was
