Call to Order:                The Regular Meeting of the Board of Directors of Timbers Water & Sanitation District was called to order by President Lomas on December 11, 2023, at 6:01 pm, noting a quorum was present.

 

Consent Agenda:         The Board reviewed the regular meeting minutes, financial statements, and the AR report from November 2023. Upon motion duly made by Mrs. Fisher and seconded by Mr. Ioffredo it was

RESOLVED to approve the consent agenda.

 

Invoices:                         Invoices for October 2023 were reviewed and approved for payment.  Upon motion duly made by Ms. Lightfoot and seconded by Mr. Osteen, it was

                                                        RESOLVED to approve payment of the open invoices.

 

Transfer of funds from TWSD to TWSWA Enterprise:

No transfer

 

Manager’s Updates:   Tim Gibbons updated Mike Lomas that the water tap that was installed was successful however the Water Line was located directly on top of the utility lines. Mrs. O’Halloran updated that she is still getting a second quote in regard to a replacement computer at the WTP.

 

From John Fitzgerald: I have Mtn High Mechanical committed to installing the new Back-flow preventor next week. Here is the November water use chart. Peak use was on 11/14/23 @ 12756 gals. Lowest use day was 11/13/23 @ 1256 gals. I sent the violation Response to Mandy Mercer at CDPHE today, 12/01/23.

 

New Business

 

Old Business                Lot 1 Easement – Mr. Lomas stated that the new easements were all forwarded to the Richardson’s. There has been no response back from the Richardson’s.

 

Water Meters – Tabled until Spring.

 

Contracts – Mr. Lomas has been working diligently to complete the updated contracts that will start in January of 2024. The contractors have all created or provided an EIN number so will be paid under an LLC starting in January. Mr. Lomas will be clarifying all additional hours with John and Tim. He will get the contracts back to the Board before end of the year.

 

Reserve Investments – Mr. Ioffredo will report back in January with his ideas on how to earn a bit more interest on the reserves that are building up.

 

Budget 2024 – Mrs. O’Halloran explained that the State of Colorado has required the Routt County Assessors office to re-value all the land and issue new valuations. These will hopefully be received before the end of the year. As soon as Mrs. O’Halloran receives them, she will call a special meeting for the Board to officially approve the budget for 2024 and the mill levies.

 

2024 Projects – Legal Team and EDU review – Mr. Lomas received a referral for Claire Sollars as a potential new legal counsel.  He will set up a meeting with the Board and Claire to see if this could be an option for next year. Ms. Lightfoot will talk to Ms. Sherman to see if the Board can change the EDUs that short term rentals are assessed in 2024.

 

Timbers Spring #1- Mr. Lomas stated that the Timbers HOA has given him permission to discuss this water right situation with their legal counsel, Melinda Sherman.
