A public hearing will be conducted for informing citizens and soliciting public input, written or oral, regarding the Timbers Wastewater Treatment Improvements project and Project Needs Assessment (PNA). The PNA is a report detailing the project and is being submitted to the Colorado Department of Public Health and Environment (CDPHE) to qualify for a State Revolving Fund Loan.
The wastewater system, originally constructed in the early 1970s, is in need of repairs/replacement and upgrades due to deteriorating infrastructure and to comply with CDPHE requirements. This project involves replacement of the upper collection system sewer lines, construction of a new wastewater treatment facility with a surface water discharge to McKinnis Creek at a site upstream of the existing facility, and reclamation of the existing lagoon site.
The preliminary opinion of probable costs for the project is approximately $3.17 million dollars including estimated construction costs, a 20% contingency, and engineering. The Timbers Water and Sanitation District is considering applying for a State Revolving Fund Loan. The cost-of-service of this loan is anticipated to be $75-$125/residential unit/month, depending on the interest rate (1-2%) and loan term (20-30 years). Timbers plans to pursue loans and grants from multiple agencies to finance the project.
