Call to Order:                The Regular Meeting of the Board of Directors of Timbers Water & Sanitation District was called to order by President Lomas on February 13, 2023, at 6:03 pm, noting a quorum was present.

 

Consent Agenda:         The Board reviewed the regular meeting minutes, financial statements, and the AR report from January 2023. Upon motion duly made by Ms. Lightfoot and seconded by Mr. Ioffredo it was

RESOLVED to approve the consent agenda.

 

Invoices:                         Invoices for January 2023 were reviewed; all invoices are approved for payment. Upon motion duly made by Mr. Lomas seconded by Mr. Ioffredo, it was

                                                        RESOLVED to approve payment of the open invoices.

 

Transfer of funds from TWSD to TWSWA Enterprise:

$5000 transfer was requested and approved.

 

Manager’s Updates:   John Fitzgerald has been doing maintenance on the filters and feeds this month to keep all equipment running smoothly. Brown’s Hill will be out next week to finalize the flow meter connections and complete training. Tim Gibbons is recovering nicely from a hip replacement.

 

Old and New Business:

CDC WWTF Update/Pay Applications – Mrs. O’Halloran shared and updated the Board on Change Order #8 and Pay application #11. The board discussed these with Mrs. Andre assuring all bases were covered. Mr. Ioffredo made a motion to approve Change Order #8 and Pay Application #11, Ms. Lightfoot seconded the motion and it passed unanimously.

 

CDC FAQs – Tabled until next meeting.

 

Fire Hydrant on Buckingham Lane – Ms. Lightfoot was unable to get Jersey barriers. Mr. Lomas and Ms. Lightfoot would like to wait until Spring and get a revised estimate for bollards.  John Fitzgerald will put up mores in this location in hopes that no damage will happen between now and springtime.

 

Lot 1 Easement – Mrs. O’Halloran will take this on from Ms. Lightfoot and follow up with Melinda Sherman.

 

Approval of HDPE for Hoffman water service lateral – The Board discussed this possibility with Mrs. Andre and she stated it would be acceptable as long as there is a locator wire installed within the pipe. The Board also stipulated that the homeowner would need to utilize Mrs. Andre’s specs and receive her approval before going forward with the HDPE. This will be at the homeowner’s expense. Mrs. O’Halloran will work with the homeowner to assure all of this is taken care of.

 

Election Update– Mr. Osteen will submit his self nomination form to Mrs. O’Halloran immediately. Mr. Lomas has already submitted his. Mrs. O’Halloran will text Mr. Knez to gauge his interest.

 

EDU Adjustment  Update – Mrs. O’Halloran spoke with Mrs. Sherman about the legal liabilities the Board will be bound to should they want to update the EDU’s that are being billed to each customer. Mrs. Sherman stated while it is possible, it would be more beneficial to spend the money on water meters to equitably charge for actual usage. The Board discussed this in length and would like Mrs. O’Halloran and Mr. Fitzgerald to research what the meters cost will be compared to the CDC water meter report in 2019.
