Call to Order:                The Regular Meeting of the Board of Directors of Timbers Water & Sanitation District was called to order by President Lomas on August 8, 2022, at 6:08 pm, noting a quorum was present.

 

Consent Agenda:         The Board reviewed the regular meeting minutes, financial statements, cashflow sheet and the AR report from July 2022. Upon motion duly made by Mr. Osteen and seconded by Mr. Ioffredo , it was

RESOLVED to approve the consent agenda.

 

Invoices:                         Invoices for July 2022 were reviewed. Mr. Lomas stated he did not want the CDC invoices paid until further review. He also stated he wanted Tim Gibbon’s review on the Native Excavating bill before issuing payment. Upon motion duly made by Mr. Lomas and seconded by Mr. Ioffredo, it was

                                                        RESOLVED to approve payment of the open invoices.

 

Transfer of funds from TWSD to TWSWA Enterprise:

$5000 transfer was requested and granted.

 

District Manager Update:

In general, all is going well within the District, Tim Gibbons has not reported any issues this past month. John Fitzgerald sent in the water usage for the month of July for the Board’s review.  They were concerned by the amount of use and would like to keep going forward with monitoring the levels through the fall.

 

Old and New Business:

Potable Diver’s Issue –No more word from the Potable Diver’s on this topic at this point.

 

Spring Clean Out – Tim has requested that the flow meter be ordered, approximately $1500.  The flowmeter would allow the Board to track and monitor what is used and justify the purchase.  Tim believes there is water in the pipe, he can hear it, but he can not get any water to come out. He is going to call All Drain Services to come in and clean the pipe out further.

 

Update from CDC – Tammy Lake updated the Board that HACH still has not responded on getting the junction box operational.  Tammy will continue to work on getting this completed. John and Tammy have the flowmeter hooked up so HACH can come handle the calibration. Aslan was on vacation the past week so Tammy will reach out to them soon to keep them finalizing this project.

 

Easements Needed – Walter McGill still has not responded to Melinda Sherman with the legal description on Lot 1 which is needed for writing the new easement.

 

Water Rights – Melinda has sent a new ruling to the Board about how to monitor the flows to retain/obtain water rights. There are two water rights on the Spring in discussion, they are owned by Ed Ryan and the Timbers Village HOA.

 

FH 16 – David Fisher, the owner of the lot this sits on, would like to backfill the entire space where this currently sits. David suggests extending this FH vertically, but the Board argues that it is so old it needs updating.

 

Wildfire Mitigation – Mr. Lomas reached out to get a second bid on removing the dead trees near the WWTF. The experts stated we needed to wait until all the red needles have fallen off the dead trees before removing them.

 

District Records –Ms. Lightfoot researched using Dropbox for all District records going forward.  She stated that one user for $10 a month would be sufficient, and she will manage this for the time being.
