Topic:                         Timbers Wastewater Treatment System Improvements – Phase II, Wastewater Treatment Plant

 

A public hearing will be conducted for informing community members and soliciting public input, written or oral, regarding the Timbers Wastewater Treatment Plant improvements, including the Project Needs Assessment (PNA), Site Application, and Environmental Assessment, reports which detail the project and are submitted to the Colorado Department of Public Health and Environment (CDPHE) for review, and necessary to qualify for a State Revolving Fund Loan.  This meeting provides further updates from the most recent public meeting on December 11, 2017.

 

The wastewater system, originally constructed in the early 1970s, is in need of upgrades or replacement due to deteriorating infrastructure and in order to comply with CDPHE requirements.  Phase I of this project involved the rehabilitation and replacement of the upper collection system sewerlines as well as design and bid services for the proposed WWTP and is partially complete.  Phase II includes the construction of the new WWTP at an upstream site adjacent to the water treatment plant with surface water discharge to McKinnis Creek, the abandonment of the lower sewer collection system (below the proposed new WWTP), and reclamation of the existing lagoon site.

 

The preliminary opinion of probable costs for Phase II is approximately $3,009,000 dollars including estimated construction costs, contingency, and engineering. The Timbers Water and Sanitation District is planning to apply for a State Revolving Fund (SRF) Loan for up to $2,009,000.  The cost-of-service of the Phase II loan is anticipated to be $75/residential unit/month, with an assumed interest rate of 0% and 30-year term.  Timbers has also applied for a $1,000,000 grant from the Department of Local Affairs (DOLA) Energy and Mineral Impact Assistance Fund (EIAF) to finance Phase II.   A Phase I loan in the amount of $561,225 was secured on July 10, 2018.
