Topic:              Timbers Wastewater Treatment Improvements Project

A public hearing will be conducted for informing citizens and soliciting public input, written or oral, regarding the Timbers Wastewater Treatment Improvements project, Project Needs Assessment (PNA), Site Application, and Environmental Assessment.    These are reports detailing the project, submitted to the Colorado Department of Public Health and Environment (CDPHE) for review, and necessary to qualify for a State Revolving Fund Loan.  This meeting provides further updates from last year’s public meeting.

 

The wastewater system, originally constructed in the early 1970s, is in need of repairs/replacement and upgrades due to deteriorating infrastructure and to comply with CDPHE requirements.  This project involves replacement of the upper collection system sewerlines, construction of a new wastewater treatment facility with a surface water discharge to McKinnis Creek at a site upstream of the existing facility, and reclamation of the existing lagoon site.

 

The preliminary opinion of probable costs for the project is approximately $3.7 million dollars including estimated construction costs, a 20% contingency, and engineering. The Timbers Water and Sanitation District is considering applying for a State Revolving Fund Loan for up to $2,070,000.   The cost-of-service of this loan is anticipated to be $75-$125/residential unit/month, depending on the interest rate (1-2%) and loan term (20-30 years).  Timbers plans to pursue loans and grants from multiple agencies to finance the project.
